Why public-sector ERP is different

Government ERP is fund-based, control-heavy, and shaped by appropriations rules that don't exist anywhere else. Money gets committed before it's spent (encumbrance), budget authority can expire mid-year, and every purchase has to trace back to a procurement framework the buyer is authorised to use.
