Challenge: The Scottish Government ran finance/purchasing and HR/payroll on two decades-old Oracle E-Business systems that no longer met the organization's needs, carried operational risk — payroll in particular was becoming difficult to maintain — and blocked its ambition to build a shared services platform for Scotland's public bodies.
